In non-emergency care where you are planning to go for surgery, see if it is conservative treatment, you don't need ICU. But if it is the surgery, there is a possibility of death. It is advisable to have a ICU setup. If not immediately with one hospital, at least immediately very close by a hospital where you got a tie-up to take care of the patient because possible complications are there post-surgery. Then you can safeguard yourself, otherwise liability is definitely going to be there.
